What Is the Det PILOT Program?

Launched by the City of Detroit in June 2025, the PILOT (Payment In Lieu Of Taxes) program is designed to incentivize investment in Affordable Multifamily housing. Eligibility Is Simpler Than You Think

Property must be multifamily with 6 or more units

Located within the City of Detroit

Tenant wages may not exceed 125% of Area Median Income (Detroit AMI: ~$70k) — most Detroit MF tenants qualify

Capital improvements required: $5,000 per unit (occupied) or $15,000 per unit (vacant)

Property owner must be in good standing with the City
